Dropshipping — selling online without holding stock, and shipping directly from a supplier to the buyer — is fully legal in the UAE with a valid trade license. The E-Trader License is the standard entry point: AED 1,716.50/year under the Online Seller activity (DET code 6312009), issued in 1–3 working days, home-based, no office required. If you plan to import inventory into the UAE or open a physical warehouse, you will need a Mainland General Trading license instead.

E-Trader vs Mainland General Trading for dropshipping

Pure dropshipping (supplier ships direct to customer, you never hold stock in the UAE) fits the E-Trader License Online Seller activity — the lowest-cost, home-based route at AED 1,716.50/year.

If you plan to import into the UAE, hold inventory in a warehouse, or open a shop, you need a Mainland General Trading license (activity code 4690018). That structure carries higher fees but unlocks import codes, warehousing, staff visas and physical retail.

Payment gateways for dropshipping stores

UAE-licensed gateways (Telr, PayTabs, Network International, Stripe UAE) all require KYC and your trade-license PDF. The E-Trader License is accepted.

Do not run UAE-facing dropshipping through a personal Stripe/PayPal account registered outside the UAE — this bypasses UAE VAT and is a common trigger for DET enforcement and gateway account closure.

AliExpress, CJ Dropshipping and print-on-demand

Sourcing from AliExpress, CJ Dropshipping, Spocket, Zendrop or print-on-demand (Printful, Printify) is fine under the Online Seller activity — no separate license required.

Dubai Customs may still charge duty on shipments above AED 300 declared value; the buyer typically pays this on delivery if you use standard courier shipping.

VAT for dropshippers

Sales to UAE buyers are standard-rated at 5% VAT. Sales to buyers outside the UAE are typically zero-rated.

Above AED 375,000 in annual taxable supplies, VAT registration is mandatory. The E-Trader License is accepted by the FTA as the underlying trade license.

What you can do

  • Run a dropshipping Shopify / WooCommerce store from Dubai
  • Ship direct from AliExpress, CJ Dropshipping, print-on-demand suppliers
  • Use UAE-licensed payment gateways (Telr, PayTabs, Stripe UAE)
  • Register for VAT and issue compliant tax invoices
  • Operate fully from a home-based Dubai address

What you cannot do

  • Import inventory into the UAE and warehouse it under E-Trader (Mainland General Trading required)
  • Sell regulated products (electronics, cosmetics, food) without additional approvals
  • Use a personal PayPal / non-UAE Stripe account for UAE-facing sales
  • Hire expatriate staff under E-Trader (UAE nationals only, up to 3)

E-Trader License fee: AED 1,070 for Professional activities or AED 1,370 for Commercial activities (including the Online Seller code 6312009). DET transaction fees add AED 346.50 (3 × AED 115.50). Total annual cost: AED 1,416.50 or AED 1,716.50.
