Shopify store with a Dubai E-Trader License

Which License Do You Need for a Shopify Store in Dubai?

Everything a Shopify seller in Dubai needs to know about the E-Trader License — activities, VAT, payment gateways and setup.

By Dubai Economy Center Goodhand Branch Editorial DeskReviewed by our licensing team

Running a Shopify store from Dubai without a UAE trade license is not legal — the moment you accept UAE payments through Stripe, Telr, PayTabs, Checkout.com or Shopify Payments, the payment processor asks for a trade license during KYC. The Dubai E-Trader License is the fastest, cheapest way to get compliant: AED 1,716.50 per year under the Online Seller commercial activity (DET code 6312009), issued in 1–3 working days, with no office requirement.

Why Shopify sellers in Dubai need a UAE license

Shopify itself is a Canadian platform — it does not check your license. But every UAE-based payment gateway (Telr, PayTabs, Checkout.com, Stripe UAE, Amazon Payment Services, Shopify Payments where available) enforces KYC and asks for a valid UAE trade license before releasing funds.

Running a Shopify store on personal payment processors from abroad (Stripe US, PayPal personal) may work for a few months but breaks UAE VAT law once you cross the mandatory registration threshold and exposes you to fines from the Federal Tax Authority.

The E-Trader License for Shopify

The E-Trader License was designed for exactly this use case: an individual selling online, from home, through their own website or social media. Shopify counts as "your own website" — the license covers it directly.

For physical products, apply under Online Seller (DET code 6312009, Commercial — AED 1,370). For digital products, services or downloads, apply under the appropriate Professional activity (AED 1,070) such as Design Services, Content Creation or Management Consultancy.

Payment gateways that accept the E-Trader License

Telr, PayTabs and Amazon Payment Services accept the E-Trader License for merchant onboarding provided the products sold match the license activity. Stripe UAE requires a UAE trade license and a UAE bank account — the E-Trader License and a personal UAE current account are usually enough for approval.

For higher payout volumes and lower fees, some Shopify sellers eventually upgrade to a Mainland LLC — but that is a scaling decision, not a legal requirement. You can run a Shopify store on E-Trader from day one.

VAT, invoicing and fulfilment

UAE VAT registration is mandatory above AED 375,000/year turnover, voluntary from AED 187,500. Shopify has built-in UAE VAT tax settings — enable them once you have a TRN and Shopify will apply 5% VAT on qualifying orders automatically.

Fulfilment can be self-managed (from home), through a Dubai 3PL, or through dropshipping — all are allowed under the E-Trader License provided the underlying activity is Online Seller and the goods are within the permitted scope.

What you can do

  • Run a Shopify store selling physical or digital products from a Dubai address
  • Onboard with Telr, PayTabs, Checkout.com, Stripe UAE and Amazon Payment Services
  • Register for VAT under the license and charge 5% VAT on UAE orders
  • Use dropshipping fulfilment (see the Online Seller code 6312009 scope)
  • Sell internationally — the license covers Dubai-based operations

What you cannot do

  • Run a physical Shopify-branded retail store
  • Sell regulated categories (health, cosmetics, food supplements) without additional DET/DM approvals
  • Hire expatriate employees under the license (up to 3 UAE nationals only)
  • Accept payments through the store while unlicensed — payment gateways will suspend accounts on KYC failure

What it costs

E-Trader License fee: AED 1,070 for Professional activities or AED 1,370 for Commercial activities (including the Online Seller code 6312009). DET transaction fees add AED 346.50 (3 × AED 115.50). Total annual cost: AED 1,416.50 or AED 1,716.50.
