Why Dubai DET requires a license for TikTok sellers
Under Dubai Executive Council Resolution 33 of 2013 (Governance of Direct Sales in the Emirate of Dubai) and subsequent DET circulars, any individual using social media to sell in Dubai must hold either an E-Trader License or a Mainland trade license.
TikTok Live selling, product tagging and affiliate commissions all fall inside the same rule. Unlicensed sellers who advertise prices or take orders through TikTok DMs risk fines of AED 1,000–15,000. The E-Trader License removes this risk for AED 1,716.50/year.
TikTok Shop onboarding in the UAE

Payments and payouts from TikTok
TikTok Shop pays out to a UAE bank account tied to your trade license. Using a personal account outside the UAE for UAE-based TikTok sales bypasses UAE VAT law and is a common trigger for DET enforcement.
If your annual UAE-sourced turnover exceeds AED 375,000, VAT registration is mandatory — the E-Trader License is accepted by FTA as the underlying trade license.
