Why Dubai DET requires a license for Instagram sellers
Under Dubai Executive Council Resolution 33 of 2013 (Governance of Direct Sales in the Emirate of Dubai) and subsequent DET circulars, any individual using social media (Instagram, TikTok, Snapchat, Facebook, WhatsApp) to sell goods or services in Dubai must hold either an E-Trader License or a Mainland trade license.

For selling physical products (clothing, accessories, cosmetics, home décor, food packaging) apply under the Online Seller activity (DET code 6312009, Commercial — AED 1,370). For services (photography, coaching, marketing, design) apply under the appropriate Professional activity (AED 1,070).
Instagram Shop, Meta Verified and paid ads
Meta's Instagram Shop feature (Product Tagging, in-app checkout) requires you to provide a business address and, in many onboarding flows, a business registration document — the E-Trader License PDF is accepted.
Running paid Instagram / Facebook ads targeting UAE users through a business ad account also increasingly requires proof of business registration. The E-Trader License satisfies Meta's Business Manager verification.
Accepting payments from Instagram DMs
