Selling on Instagram in the UAE β whether through DMs, an Instagram Shop, or link-in-bio checkout β is treated by Dubai DET as commercial online selling and requires a valid trade license. Dubai DET actively monitors Instagram business accounts and issues fines to unlicensed sellers. The E-Trader License is the specific product Dubai created for this exact use case: AED 1,716.50 per year under the Online Seller activity (DET code 6312009), issued in 1β3 working days, home-based, no office required.

Why Dubai DET requires a license for Instagram sellers
Under Dubai Executive Council Resolution 33 of 2013 (Governance of Direct Sales in the Emirate of Dubai) and subsequent DET circulars, any individual using social media (Instagram, TikTok, Snapchat, Facebook, WhatsApp) to sell goods or services in Dubai must hold either an E-Trader License or a Mainland trade license.
Dubai DET's compliance team monitors Instagram business profiles and DMs; unlicensed sellers who advertise prices, product catalogues or accept orders through DMs receive warning notices and, on repeat, fines of AED 1,000β15,000. The E-Trader License removes this risk for AED 1,716.50/year.
The E-Trader License for Instagram β how it works
The E-Trader License was designed specifically for social-media sellers and home-based online businesses. It explicitly covers selling through Instagram, Facebook, WhatsApp, TikTok and your own website.
For selling physical products (clothing, accessories, cosmetics, home dΓ©cor, food packaging) apply under the Online Seller activity (DET code 6312009, Commercial β AED 1,370). For services (photography, coaching, marketing, design) apply under the appropriate Professional activity (AED 1,070).
Instagram Shop, Meta Verified and paid ads
Meta's Instagram Shop feature (Product Tagging, in-app checkout) requires you to provide a business address and, in many onboarding flows, a business registration document β the E-Trader License PDF is accepted.
Running paid Instagram / Facebook ads targeting UAE users through a business ad account also increasingly requires proof of business registration. The E-Trader License satisfies Meta's Business Manager verification.
Accepting payments from Instagram DMs
Cash on delivery is allowed under the E-Trader License. Bank transfers to your linked UAE account are allowed. Payment links (Telr, PayTabs, Stripe UAE, Tabby, Postpay, Tamara) require merchant KYC and the license PDF.
Do not use personal PayPal or personal Stripe accounts registered outside the UAE for UAE-based Instagram selling β this bypasses UAE VAT law and is a common trigger for DET enforcement.
