Freelancer License Dubai — The 2026 E-Trader Guide

Legally freelance in Dubai from AED 1,416.50/year — activities, Upwork/Fiverr compliance, VAT, and the difference between E-Trader and GoFreelance.

Freelancing in Dubai requires a trade licence — the days of invoicing UAE clients on a personal residence visa alone are over. The two mainstream routes are: the DET E-Trader License (AED 1,416.50/year, Mainland, home-based, all nationalities with UAE residence) and the TECOM GoFreelance permit (from AED 7,500/year in DTEC / DIC / DMC, with visa options). For 80% of freelancers already resident in the UAE, E-Trader is the cheapest legal path.

E-Trader vs GoFreelance

E-Trader is issued by DET and covers freelance activities under Professional trade categories: management consultancy, marketing services, software development, graphic design, content creation, photography, translation and more. AED 1,416.50/year all-in, home-based, no office.

GoFreelance is issued by TECOM (Dubai Internet City, Dubai Media City, Dubai Design District). From AED 7,500/year without visa, or AED 12,000–17,000/year with an investor visa and Establishment Card. Better fit if you need a new residence visa.

Popular freelance activities under E-Trader

Marketing Consultancy, Management Consultancy, Software House, Web Design, Graphic Design, Content Creation, Photography, Video Production, Translation Services, Training Services.

Regulated activities (legal advice, financial advisory, medical services, architecture) are NOT available under E-Trader — they require Mainland Professional licences with UAE-recognised qualifications.

Upwork, Fiverr, Toptal and international platforms

The E-Trader License is fully accepted by Upwork, Fiverr and Toptal as the underlying trade licence for verified UAE freelancers. Platforms increasingly require a licence PDF for payout verification.

For UAE clients, you must issue a tax-compliant invoice from the licensed entity. Freelancing under a personal name to UAE companies without a trade licence risks fines starting at AED 5,000.

VAT, banking and taxes

Freelancers on E-Trader can open a UAE business bank account (Wio, Mashreq NEO, Emirates NBD SME) and register for VAT once taxable turnover crosses AED 375,000/year.

Corporate Tax (9%) applies only above AED 375,000 in annual net profit; freelancers below Small Business Relief thresholds (AED 3 million turnover) can elect zero corporate tax until 31 December 2026.

What you can do

  • Invoice UAE and international clients under a licensed freelance entity
  • Work through Upwork, Fiverr, Toptal and Contra with a verified UAE licence
  • Open a UAE corporate bank account against the E-Trader License
  • Elect Small Business Relief for zero corporate tax below AED 3M turnover (until 2026)
  • Register for VAT and issue compliant tax invoices

What you cannot do

  • Invoice UAE clients on a personal name without a trade licence
  • Offer regulated services (legal, medical, financial advisory) under E-Trader
  • Sponsor a new residence visa via E-Trader — use GoFreelance or a Freezone instead
  • Hire non-UAE-national staff under E-Trader

What it costs

E-Trader License fee: AED 1,070 for Professional activities or AED 1,370 for Commercial activities (including the Online Seller code 6312009). DET transaction fees add AED 346.50 (3 × AED 115.50). Total annual cost: AED 1,416.50 or AED 1,716.50.
